EDA RANU formally took control of the running of the water and sewerage services of Port Moresby on 1st November 1996.

National Capital District Commission Act (Transfer of Assets, etc) 1996, made provision for the transfer of the Water and Sewerage Division of NCD from NCD to NCD WATER & SEWERAGE PTY LIMTED, (trading as EDA RANU) the responsibility to provide the supply of fresh water and treatment and disposal of sewage within the NCD.

NCD Water and Sewerage Act 1996 was specifically formulated for EDA RANU. This Act authorizes and regulates the operations of the water supply and sewerage systems.

The need for a separate company to operate and maintain the water and sewerage network was identified in a report by the Japanese International Cooperation Agency (JICA) in 1993. This study concluded that the current water supply network was outdated, undersized for the present demand and would require a major capital works programme to meet the city's requirements. 

The last major upgrade to the water supply system was by the Australian Department of Housing and Construction between 1971 and 1973. The approximate population served at the time was 150,000. When EDA RANU was formed, the population served by the water supply network was roughly 300,000 people. This is expected to grow to almost 600,000 by the year 2015. 

The current water supply network had been stretched beyond it's limit by 1990. Many areas were experiencing days without mains water supply. Water carts were a common sight. 

With the situation deteriorating, the government of Papua New Guinea took the steps recommended by the JICA Report and corporatised the water and sewerage supply company for the National Capital District. The new company responsible is called NCD Water and Sewerage Pty Ltd, this company trades under the name EDA RANU for the day-to-day operation of the networks. EDA RANU is the local Motu language for "Our Water".
